On 26 October. 2017 in the town of Udomlya of Tver Oblast the public hearings on the materials of the grounding the license for the operation of Kalinin NPP power unit No 4 of in 18-month fuel cycle on 104% of nominal capacity of reactor unit took place. 

412 people including the representatives of local government bodies, Rosenergoatom Concern JSC, scientific, environmental and non-governmental organizations, healthcare, and educational institutions, regional media, and public participated in the hearings. The meeting was organized by the local government bodies of Udomlya Municipality with the participation of Rosenergoatom Concern JSC.

“The increase of power units’ capacity at Russian NPPs is the industrial investment project that covers all domestic nuclear power plants. It requires the rational capital investments and doesn’t influence the environment”, Kalinin NPP Plant Manager Viktor Ignatov stressed.

During the public hearings the detailed reports on all possible aspects of the operation influence of the power unit No 4 of Kalinin NPP at 104% of nominal capacity of reactor unit were presented.

The Deputy Chief Engineer on the Operation of the Phase II Aleksandr Shenberger noted that since 2015 the power unit No 4 of Kalinin NPP has been at the stage of the pilot and field testing according to the approved Program and permission of Rostekhnadzor on the realization of the pilot and field testing at the increased capacity of 104%. He elaborated on the events on the increase of the thermal power of the power unit No 4 reactor unit that were carried out at the design, construction and commissioning stages.

The main speakers informed the public about the organization of the monitoring of radiation background in the location area of Kalinin NPP, production environmental control, the condition of the heat sinks, the incidence rates of Municipality population, etc.

“There are no excess of the contaminants’ content both at the industrial site, and outside the sanitary protection zone”, the Head of the Engineer Survey Department of the Branch on Implementation of Capital Projects Ekaterina Bormashova noted. She stressed that over the period of the pilot and field testing the amount of the emissions to the atmosphere hasn’t changed and amounts to 3.51% from the set allowed value.”

The public representatives expressed their opinion on the materials of the license grounding. The majority supported the operation of the power unit in 18-month fuel cycle on 104% of nominal capacity of reactor unit and agreed that the NPP’s safety is fully provided.

According to the regulations all present could ask the experts the questions that generally referred to different aspects of safe operation, nature protection measures carried out by Kalinin NPP. All the questions were answered thoroughly.
