The present Environmental Policy is developed on the ground of the Environmental Policy of the State Atomic Energy Corporation ROSATOM and is an integral part of the Energoatom policy in providing safe and cost-effective production of electric and thermal power by nuclear plants (NPP), increasing the production capacity of the nuclear power engineering, implementation of programs aimed at construction, operation, reconstruction, reequipment and decommissioning of NPPs power units, spent nuclear fuel, and RAW and hazardous chemical substances treatment.

Fundamentals of the Rosenergoatom Environmental Policy:


Fundamentals of the Rosenergoatom Environmental Policy define the aim, basic principles and commitments of the Rosenergoatom in the field of the environment protection and environmental security ensuring.

The Rosenergoatom is aware that accidents at NPPs may result in negative changes in the environment, and affect health of the staff and population, so ensuring the environmental security and reducing impact of NPPs on the environment to the lowest and practically achieved level is a top priority for the Rosenergoatom along with the achievement of high economic rates and safe development of the production capacity.

The aim of the Rosenergoatom Environmental Policy is to ensure the safety level of NPPs so that the impact on the environment, staff and population would for the short term ensure preservation of natural systems, integrity and life-supporting function keeping for the long-run period.

Planning and implementing environmental activities, the Rosenergoatom will obey the following basic principles:

  • the compliance principle – ensuring compliance with the legal and other requirements in the field of the safety and environmental protection, strict implementation by employees of rules and regulations in the field of the staff and population security, and environmental protection;
  • the principle of continual improvement  - a system of actions aimed at achievement and maintaining a high level of the nuclear, radiation and environmental security on the basis of applying the best available processing technologies, means and methods of the environment protection, and improving the system of environmental management;
  • the principle of negative impact  prevention - a system of priority actions aimed at preventing dangerous environmental aspects, which may have a negative impact on human beings and the environment;
  • the standby principle  - a constant readiness of the front office and staff of the Rosenergoatom to prevent technogenic accidents, and other emergency situations and rectification of the consequences;
  • the principle of consistency – a systematic and comprehensive solution of problems of ensuring the environmental security and nature protection activities, taking into account comprehensiveness of safety aspects based on modern concepts of risk analysis and environmental deprivation;
  • the principle of openness – an openness and availability of the environmental information, efficient information work of the front office and experts of the Rosenergoatom with public organizations and population.

To achieve its goal and implement the basic principles of the environmental activity, the Rosenergoatom assumes the following responsibilities:
  • at all the stages of the operational lifetime of NPPs, to identify and systemize the possible negative environmental aspects of operational activity for the purpose of the following assessment, reducing and maintaining the environmental risks at the lowest possible and achievable level;
  • to ensure constant availability on prevention the emergency situations and rectification of the consequences, maintenance of the unconditionally acceptable radiation risk for the population at local and regional levels;
  • to provide activities to ensure the environmental security and environmental protection by means of essential resources, including human resources, finances, technologies, equipment and work time;
  • to implement and maintain the best methods of the environmental management in accordance with the international and national standards in the field of the environmental management and security;
  • to interact with the international, public organizations and citizens issues of the environmental security and protection of the environment;
  • to provide openness and availability of the objective and well grounded information the impact of NPPs on the environment and staff, and population health in the NPPs location regions.


The Environmental Policy of the Rosenergoatom is a subject to periodic evaluation, revision and each 5 years period update or, as may be required, in earlier terms to reflect the changed conditions in it and new scientific and technical information, and solutions of the State Atomic Energy Corporation ROSATOM.


Implementation of the Environmental Policy of the Rosenergoatom:

The scientific ground of the Rosenergoatom Environmental Policy implementation is the fundamental scientific knowledge in the ecology, environment protection, rational use of natural resources, radiation and general industrial safety, the NPPs staff and population health protection.

The legal platform of the Rosenergoatom Environmental Policy implementation is the Constitution, legislation and regulatory legal acts of the Russian Federation, international agreements of the Russian Federation, the Environmental Doctrine of the Russian Federation, the Environmental Policy of the State Atomic Energy Corporation ROSATOM and other fundamental documents in the field of providing the environmental security, environment, staff and population protection, rational use of natural resources in design, construction, operation and commissioning of NPP power units.

Efficient, steady, based on science, socially and economically balanced development of the nuclear power engineering is primarily associated with the environmental security and, first, radiation safety.

The main task of implementing the Environmental Policy of the Rosenergoatom is creating conditions, under which the nuclear power plant is most effective in achieving the objective, declared in fundamentals of the Environmental Policy of the Rosenergoatom. 

These conditions must provide:
  • meeting the requirements of the legislation and regulatory legal acts of the Russian Federation, international agreements of the Russian Federation, national and industrial standards and rules in the field of use of natural resources, environment protection, staff and population health in the process of design, construction, operation and decommissioning of NPP power units;
  • compliance with the established standards of the allowable impact on the environment;
  • solution of the previously cumulated environmental problems;
  • development and implementation of new cost-effective and environmentally safe technologies to reduce the volumes of formation and conditioning of radioactive wastes and wastes from production and consumption, improving safety of storage of spent nuclear fuel and RAW on the NPPs territory;   
  • improving the standby system of the Rosenergoatom for emergency cases in NPPs;
  • improving the systems of record-keeping and control over nuclear materials, radioactive substances and RAW in order to prevent their illicit trafficking and illegal use;
  • improving and efficient functioning of the environmental management system;
  • improving the environmental monitoring, methods and means of radiation and industrial environmental monitoring;
  • improving the efficiency of cooperation with the public organizations, unions and public considering issues of the environmental security and environment-specific tasks incumbent on the Rosenergoatom;
  • improving the system of the staff selection, training, review and allowance to conduct the environment-oriented works at NPP, upgrading the ecological education and safety culture of the staff and promotion of ecological awareness of population.
  • promotion of cooperation with the international organizations and international experience appliance in solving the environmental problems.

The Rosenergoatom says that it will mark and solve specific problems in the field of improving and efficient functioning of the environmental management system as well as evaluating scientifically the effect of the progress of ongoing activities including the involvement of independent experts.  

The Rosenergoatom responsibilities are applied to all production activities and included to the system of business relationships with the State Atomic Energy Corporation ROSATOM, and its partners.

The front office and staff of the Rosenergoatom assume the responsibility for the implementation of this Environmental Policy and make all necessary efforts to fulfill the commitments.
