Leningrad NPP: FMBA and Rosatom develop joint road map for improving medical services in nuclear cities

This was reported by the Head of the Federal Biomedical Agency (FMBA) of the Russian Federation Vladimir Uyba during his working trip to Sosnovy Bor. On 17 May, 2017, he inspected the Central Medical Unit No 38.

On his trip he was accompanied by Yakov Nakatis, the Medical Director of the Oblast Clinical Hospital No 122 named after L.G. Sokolov that is also a part of the FMBA. During the meeting with the heads of the city-forming enterprises and the municipal administration, they discussed the main areas of joint action for improving the state of medicine in Sosnovy Bor.

According to Vladimir Uyba, during the planned trips and meetings with the heads of Rosatom SC enterprises, a road map of immediate actions for the near future will be formed by 1 July; it will be aimed at improving the quality of medical assistance in the cities near NPPs and closed cities. The road map will reflect both common problems for all medical institutions and specific measures for each region. It will include organizational events and joint investment projects of the FMBA and Rosatom. After agreeing with the leadership of Rosatom, the road map will be submitted to the Supervisory Board of the State Corporation for consideration.


In particular, for Sosnovy Bor there will be developed a more effective algorithm for selecting residents of the city to provide high-tech medical assistance in the Oblast Clinical Hospital No 122 using already allocated Federal Budget quotas. According to Vladimir Uyba, “The FMBA plans to open a federal access priority for those working at the town-forming enterprises and the residents of Sosnovy Bor.”

The other proposal touches upon the improving of the city polyclinic work. The Saving Polyclinic project assumes an organizational change in the logistics of the registry to increase the availability of primary health care. Experts of the Leningrad Nuclear Power Plant will be involved in the implementation of the Saving Polyclinic project as leaders of the Rosatom Production System among enterprises in the industry. The FMBA and Rosenergoatom Concern are planning to issue a joint order for this program. According to the Head of the FMBA, “the residents of Sosnoviy Bor will be able to estimate the results by the end of the year.”

The road map will also include proposals to change the situation with the young specialists’ involvement to the CMU-38. First of all, this refers to the provision of corporate housing. As a solution, a joint investment project of the FMBA, Rosatom SC, and the municipal administration of Sosnovy Bor is being worked out. “This will be an investment project for transferring a part of the federal land managed by the FMBA to municipal property in order to build an investment housing on this land. A part of this housing – up to 15% according to the legislation, it’s about 45 apartments – will be transferred to the CMU to meet needs in attracting young specialists”, Vladimir Uyba said.

In addition, according to the Head of the FMBA there is a number of questions about attracting additional funds from the Federal Compulsory Medical Insurance Fund.

The Plant Manager of Leningrad NPP Vladimir Pereguda highly estimated the results of the meeting with the FMBA Head, “Today is the first time we have gathered together like this. The discussion was productive. Indeed, today there are certain problems in the medical institutions in the cities of our industry, which, first of all, are related to the lack of funding, including federal, medical professionals deficit, and a number of other reasons that have arisen as a result of changing forms of ownership and the procedure for medical care financing”, Vladimir Pereguda said. “Any problem can be solved if you sit down and negotiate. As a result of the meeting, agreements on joint actions were reached in several areas.”

Talking about joint FMBA investment housing project, the Manager of Leningrad NPP said, “According to Rosenergoatom Concern housing program, Leningrad NPP plans to continue building houses for its employees. In terms of the investment project, which we discussed today with the heads of the FMBA and the city, we can reduce the costs for the land and connection to engineering networks, which will lower the cost of the apartments. This requires detailed calculations, but the scheme itself is easy to understand. We have outlined specific actions for the near future and further meetings to monitor their implementation.”

The Leningrad NPP is an affiliate company for Rosenergoatom Concern OJSC. The plant is based in the city of Sosnovy Bor, 40 km to the west from Saint Petersburg at the Gulf of Finland shore. The Leningrad NPP is the first Russian nuclear power plant having RBMK-1000 reactors (uranium-graphite channel-type thermal neutron reactors). The NPP exploits 4 power blocks with the electric capacity of 1000 megawatt each. Also, pursuant to the NPP-2006 project, 1,2 VVER-1200 power blocks included into The State Atomic Energy Corporation ROSATOM long-term plan are being constructed. Rosenergoatom Concern OJSC is the owner and developer of the project. Holding TITAN-2 is the primary contractor. ATOMPROEKT is the general designer.
