The WANO technical support mission on the issue of safety culture is over at Kalinin NPP

The WANO technical support mission on “Leadership in the safety culture management” has finished its work at Kalinin NPP. It was held at the request of the nuclear power plant from 10 to 14 April, 2017, in form of an assistance visit. The mission was attended by experts from Spain, the United Kingdom, the United States, Germany, the WANO MC, Novovoronezh NPP and Prognoz, Obninsk Research and Development Centre.

The leader of the expert team, representative of the WANO Paris Center, Conrad Dyube, noted the new approach to the Kalinin NPP mission at the opening meeting, “We will listen to you, watch you work, instead of telling how other nuclear power plants operate. We believe that you’ve already had approaches to solve your problematic issues; our task is to help you identify them clearly. “


Within five days, the experts have been studying safety culture (SC) documents, conducting a series of interviews with the plant’s personnel, taking part in operational meetings and operational personnel walkabouts, monitoring personnel activities during emergency training and repair operations.

The team's work resulted in a report containing both identified problem areas in the safety culture promotion, and positive aspects, which are quite a few – 59. For example, scheduled walkabouts by the Plant Manager, Chief Engineer and operation supervisors; publication of information about work violations that occurred not only at their own facilities, but also in other nuclear power plants; appointment of SC Commissioners; professional actions of operators on reactor and turbine management during planned repairs, etc.

“You have an excellent team of committed professionals who demonstrate high standards in their work”, C. Dyube said. “The plant has done a lot of work to improve the safety culture. Now it is the time to confirm the already achieved successes and, using our recommendations, to outline the ways for further development and improvement.”

The recommendations given to the KlnNPP management were related to four main areas, such as trust, organizational effectiveness, motivation and leadership. The experts noted an important role of the leader, who is a role model for employees in their effort to meet high standards of safety. Equally important are the improvement of systems for inconsistencies recording, rewarding the achievements in the SC, mentoring, and demonstrating the leadership qualities.

The Plant Manager of KlnNPP Victor Ignatov expressed sincere gratitude to the experts of the technical support mission. “Your recommendations based on the best world practice examples will be carefully analyzed, and the previously developed plans and programs will be adjusted in accordance with them. The safety culture should become an internal need of all the NPP personnel at all levels. We are grateful for the productive work you have done.”

The Kalininskaya nuclear power plant is a branch of the JSC "Concern Rosenergoatom". The station is located in the north of the Tver region in the Udomelskiy area. There are four power units with water-cooled power reactors (VVER-1000) with installed capacity of 1000 MW each in the structure of the Kalininskaya nuclear power station.
